Organise a gathering

Do you want to organise a gathering in support of Ceuta?

Any citizen can promote a peaceful gathering. You do not need prior authorisation: what you must do is formally notify the Government Delegation.

The procedure can be completed online and is relatively simple.

You will need to identify yourself electronically using one of the systems accepted by the online office.

What do you need?

Have these details ready:

  • Your personal details: name, surname, ID number and address.
  • Location of the gathering.
  • Date.
  • Start time and approximate duration.
  • Purpose of the gathering.
  • Planned safety measures.
  • If it is a march with a route, you will also need to state the planned itinerary.

How far in advance must it be notified?

Ordinary notification

Between 10 and 30 days

Calendar days before the gathering.

Urgent situations

At least 24 hours

In extraordinary and serious situations that justify the urgency, explaining the reason for it.

What can I write as the purpose?

You can use a simple description such as:

Peaceful citizens' gathering in defence of Ceuta and in support of its people, with the aim of publicly expressing concern about the situation the city is going through and calling for the attention and action of the competent authorities.

You can freely adapt the text to the specific purpose of your gathering.

What do I write under “Planned safety measures”?

For a peaceful, small-scale gathering you can state, for example:

The gathering will be peaceful in nature. The organisers will ensure it runs properly, will keep accesses and walkways clear and will cooperate at all times with the security forces and with the instructions of the competent authority.

Adapt the measures to the real size, location and characteristics of the gathering.

Important

Notifying a gathering does not mean asking for permission to demonstrate. The right to peaceful, unarmed assembly is recognised by the Spanish Constitution and does not require prior authorisation.

In the cases provided for by law and by means of a reasoned decision, the government authority may prohibit the gathering or propose changes when there are well-founded reasons of public disorder posing a danger to people or property.
