Manifesto: For Ceuta and Civic Normality

A cross-cutting, independent citizen initiative for the return to normality in our city.

  1. Point 1

    Spanishness and Territorial Integrity

    Ceuta is an integral and indisputable part of Spain, exactly on the same footing as Melilla, Madrid, Granada, León or Valencia. Its status as a city of the Spanish State is unquestionable and forms the non-negotiable foundation on which our coexistence and identity are built.

  2. Point 2

    Unconditional Respect for Human Rights

    We defend human rights firmly and without negotiation. Respect, dignity and adequate care must be guaranteed both for those who entered the city irregularly and for the citizens of Ceuta themselves. Both groups deserve the utmost respect, protection and civic consideration.

  3. Point 3

    Accompanied, Safe and Priority Return

    For all these reasons, and safeguarding the exceptional cases that require special protection under strict humanitarian law, we request the accompaniment and immediate management of the return to their countries of origin of all displaced persons as soon as possible, through safe, coordinated procedures with full legal guarantees.

  4. Point 4

    European Border and Security for Families

    We demand that the State urgently increase human, technical and material resources to prevent this situation from happening again. The people of Ceuta need and deserve the peace of mind of walking with their families through streets, squares and parks in complete safety. To achieve this, it is essential to act in Ceuta understanding that its border perimeter is, in every sense, the southern border of Europe.

  5. Point 5

    Comprehensive Resource Plan for Economic and Social Normality

    We call for an extraordinary package of measures and public resources for the city to address the harm suffered by local commerce, hospitality and public services. It is urgent to introduce support programmes for local businesses, strengthen health services to correct their historic deficit, increase administrative staff to clear bureaucratic backlogs, and guarantee dignified conditions of care.

A citizen commitment to Ceuta and to Spain

In short, the people of Ceuta ask for no more than anyone else, but we accept no less: we demand the same resources, services and level of protection as any other Spanish city.

This manifesto belongs to and serves no political party, union or faith. It is a cross-cutting, independent citizen initiative addressed to all political representatives — whatever their party — demanding a firm commitment to work together to restore normality in our city and, by extension, throughout Spain.
